2 Layer with button &  hook anchors

When a lace hem is designed to be much longer then the lining, the 2 layers need to be bustled separately or else the gap will result in a poorly designed bustle.  This bustle also employed a button and 2 hooks for anchors.  The button was already in the zipper designing and the hook could be cleverly hidden in the beading design of the lace.
