Include a Shorter Lining in Bustle Rigging

All the Pickup points are rigged into 1 set of anchor ribbon.  This is done fairly easily by plotting the pickup placement to be at the same anchor for both outer Fabric & Lining and using cream & white ribbon on the left or right of the center.  Then, loop the anchor ribbon through the loops of the outer fabric after it goes through the 1 loop of lining.
